Evaluating “Fuzzy” Concepts—Examples from CDC’s Division of Oral Health

Building strong “infrastructure” and “capacity” among state programs are fundamental to the success of many CDC programs. Yet defining, measuring, and monitoring and evaluating generic concepts like these raise persistent challenges. The presenters will discuss how CDC’s Division of Oral Health (DOH) approached this challenge, and, in particular the qualitative methods they employed. The efforts to date have yielded insights from within and across states related to integration, leveraging, leadership, networks and partnerships, that may have implications for how other programs can address the challenge of evaluating these concepts.
