Evaluating “Fuzzy” Concepts—Examples from CDC’s Division of Oral Health

Building strong “infrastructure” and “capacity” among state programs are fundamental to the success of many CDC programs. Yet defining, measuring, and monitoring and evaluating generic concepts like these raise persistent challenges. The presenters will discuss how CDC’s Division of Oral Health (DOH) approached this challenge, and, in particular the qualitative methods they employed. The efforts to date have yielded insights from within and across states related to integration, leveraging, leadership, networks and partnerships, that may have implications for how other programs can address the challenge of evaluating these concepts.
Directions: Century Center, Building 2400 is at 2400 Century Parkway, Atlanta, 30345; near the intersection of I-85 and Clairmont Road. Take I-85 to the Clairmont Road exit. Head west on Clairmont (past McDonald’s and Sam’s Club) to the next light at Century Boulevard. Make a right onto Century Boulevard and proceed to stop sign at Century Parkway (Marriott Hotel is at this intersection). Make a left. The parking lot for Building 2400 is the first entrance on your right. Come to the guard desk and wait for escort. Parking Note: Please park in the surface parking lots. CDC ID badges will not give access to the parking ramp adjacent to the building.
